بلدية غزة تبحث تعزيز التعاون مع الاتحاد الدولي للمعماريين

بحث رئيس بلدية غزة، د. يحيى السراج، مع الاتحاد الدولي للمعماريين (UIA) سبل تعزيز التعاون في إعداد المخطط الرئيس لإعادة الإعمار "فينكس"، وذلك خلال لقاء عُقد عبر منصات التواصل الإلكتروني، بمشاركة مدير عام التخطيط والاستثمار في البلدية، م. ماهر سالم، وم. محمد الشقرا من مكتب رئيس البلدية، وممثلين عن الاتحاد الدولي للمعماريين.
وتناول اللقاء آليات تطوير وتنظيم برنامج تدريبي متخصص يستند إلى دليل التقييم الخاص بمؤسسة "المعماريين في حالات الطوارئ" الشريكة، بما يسهم في تعزيز قدرات الكوادر الفنية وتمكينها من التعامل مع تحديات إعادة الإعمار.
كما ناقش الطرفان فرص التعاون مع منظمات المعماريين المهنية الفلسطينية لمعالجة قضايا التخطيط والإعمار بصورة مشتركة، إضافة إلى بحث سبل تأمين التمويل من خلال شبكة المانحين لدعم بناء القدرات وتوفير الإمدادات الطارئة والمواد اللازمة لعملية إعادة الإعمار.
كما جرى بحث إعداد كراسات الشروط الخاصة بالمسابقات المعمارية وآليات إدارة وتنظيم هذه المسابقات، وإمكانية التعاون مع اللجنة الدولية للمسابقات التابعة للاتحاد الدولي للمعماريين (ICC)، إلى جانب تقديم المشورة الفنية بشأن المسابقات التي تسعى إلى اعتماد إرشادات الاتحاد الدولي للمعماريين، بما يتيح إطلاقها كمسابقات معمارية معتمدة دوليًا بالتعاون مع اللجنة الدولية للمسابقات.
يُذكر أن الاتحاد الدولي للمعماريين أطلق، في أواخر عام 2024، خلال منتدى الاتحاد في كوالالمبور، فريق عمل متخصصا ضمن شبكة الاتحاد الدولي للمعماريين للكوارث الطبيعية والبشرية، بهدف دعم المبادرات الدولية المتعلقة بإعادة الإعمار والاستجابة للكوارث.
وتُعد هذه الشبكة جهدًا مشتركًا يضم عددًا من المبادرات والبرامج المتخصصة، من بينها "المعماريون في حالات الطوارئ" (Emergency Architects)، وبرنامج "العمارة للجميع"، إلى جانب برنامج الكوارث الطبيعية والبشرية التابع للاتحاد الدولي للمعماريين.

Gaza Municipality discusses enhancing cooperation with the International Union of Architects
The Mayor of Gaza, Dr. Yahya Al-Sarraj, discussed with the International Union of Architects (UIA) ways to enhance cooperation in preparing the master plan for reconstruction, “Phoenix,” during a meeting held via online communication platforms. The meeting was attended by the Director General of Planning and Investment at the municipality, Eng. Maher Salem; Eng. Mohammed Al-Shaqra from the Mayor’s Office; and representatives of the International Union of Architects.
The meeting addressed mechanisms for developing and organizing a specialized training program based on the assessment guide of the partner organization “Emergency Architects,” in a way that contributes to strengthening the capacities of technical staff and enabling them to address the challenges of reconstruction.
The two sides also discussed opportunities for cooperation with Palestinian professional architects’ organizations to jointly address planning and reconstruction issues, in addition to exploring ways to secure funding through the donor network to support capacity building and provide emergency supplies and materials necessary for the reconstruction process.
Discussions also covered the preparation of terms of reference for architectural competitions, mechanisms for managing and organizing these competitions, and the possibility of cooperation with the International Competitions Commission of the International Union of Architects (ICC). The meeting further addressed providing technical advice regarding competitions seeking to adopt the guidelines of the International Union of Architects, allowing them to be launched as internationally recognized architectural competitions in cooperation with the International Competitions Commission.
It is worth noting that the International Union of Architects launched, in late 2024 during the Union’s Forum in Kuala Lumpur, a specialized task force within the UIA network on natural and human-made disasters, aimed at supporting international initiatives related to reconstruction and disaster response.
This network represents a joint effort that includes a number of specialized initiatives and programs, including “Emergency Architects,” the “Architecture for All” program, and the Natural and Human-Made Disasters Program of the International Union of Architects.
